STIKK publishes the Kosovo IT Barometer 2025
Every company surveyed used AI tools in 2025. Nine in ten struggled to hire qualified staff. The new IT Barometer measures a sector that has adopted the technology faster than it can find the people.
STIKK published the Kosovo IT Barometer 2025 on 29 September at Tech Park Prishtina. Visar Berisha of Kantar Index Kosova, which carried out the research, presented the findings at “Kosovo’s Digital Future”, the closing event of STIKK’s project “Fostering Innovation and Sustainable Digital Growth in Kosovo”, supported by Luxembourg through LuxDev.
The report covers market size, export capacity, workforce trends and the challenges companies face.
Key findings
- 100% of surveyed companies used AI tools in 2025.
- 93% expect AI and machine learning to be the most important technology over the next five years.
- 90% had difficulty hiring qualified staff.
- 75% exported their services.
- 69% rate dual vocational education as effective.
This is the second edition delivered under the LuxDev-supported project, after the 2023-2024 Barometer published in December 2025, and the first to include a section on dual VET. Read together, the two editions show a sector that exports, grows and automates, and keeps running into the same wall when it tries to hire.
The Barometer is free to use. Cite it in a funding application, an investor deck or a conversation with a ministry. That is what it is for.
