Dual education in ICT: two approved curricula, 45 certified instructors and the first school-company agreements

In one quarter, dual education in ICT went from a proposal to signed agreements. The first students start this school year in Prishtina and Dragash.

On 29 September, IAAP “Gjin Gazulli” in Prishtina signed the first two school-company agreements in ICT dual education, one with 3CIS and one with TENTON. Students will now learn part of their profession inside a company, with an instructor trained for the job. The agreements closed a quarter in which every piece of the model fell into place.

Two curricula approved

On 4 September, the Ministry of Education, Science, Technology and Innovation approved dual curricula for two ICT profiles, Software Application Developer and Business Informatics Technician, for the 2026/2027 school year. STIKK contributed to drafting both. The first generation starts at IAAP “Gjin Gazulli” in Prishtina and at SHML “Ruzhdi Berisha” in Dragash.

45 instructors certified

Dual education depends on the people inside companies who mentor students. Together with the Kosovo Chamber of Commerce, STIKK trained three groups at Tech Park Prishtina (19 to 21 August, 26 to 28 August and 2 to 4 September), while two LuxDev workshops aligned the training materials with the new profiles. On 29 September, 45 in-company instructors received their certificates.

Between 14 and 20 September, a seven-post campaign with LinkedIn ads explained to companies how the model works and what it asks of them. On 23 September, LuxDev brought schools, institutions and companies to Tech Park Prishtina for “Implementing Dual Education in Kosovo: Achievements, Lessons Learned and the Way Forward”.

What the project leaves behind

The agreements and certificates were presented at “Kosovo’s Digital Future”, which closed STIKK’s project “Fostering Innovation and Sustainable Digital Growth in Kosovo”, supported by Luxembourg through LuxDev. The project delivered:

  • two ICT occupational profiles reviewed and adopted, with curricula, learning materials and assessment
  • an occupational standard for Graphic Design and Multimedia, submitted for approval
  • more than 20 VET providers trained on accreditation, six institutions mentored and six accreditation applications submitted
  • two editions of the Kosovo IT Barometer

STIKK thanks Luxembourg Aid & Development and LuxDev for their support, and the schools, institutions and companies that made the work possible.

Dual education works only when companies open their doors. Two have signed. The first generation needs more. Companies that want to host students and shape how they are trained can write to [email protected].
